About the project
Project Loom is being built in public.
Loom is an open research program studying the machinery between policy decisions and implementation outcomes.
Its central premise
A policy announced is not necessarily a policy executed. Loom studies institutions, dependencies, capacity, information flows, and the conditions under which systems succeed, stall, reverse, or produce unintended outcomes.
Credibility is part of the research.
The project is designed around a simple rule: AI may propose. Evidence must establish. Humans may promote. Research objects must preserve provenance, verification status, contradictions, corrections, and the distinction between generated material and actual human review.
