ATLAS Specification — Institutional Landscape Mapping
Purpose
ATLAS maps the institutional landscape of a governance domain: the actors, authorities, funding flows, and decision-making relationships that constitute the governance architecture.
Status
This specification is in Draft. The methodology has been demonstrated in Cases #001, #002, and #003 through Stage 2 of the Analysis Protocol (Governance Architecture Mapping). The standalone specification will formalize:
- Inputs required for institutional mapping
- Node types (agencies, departments, contractors, courts, legislatures, etc.)
- Relationship types (authority, funding, oversight, dependency, coordination)
- Mapping conventions and visualization standards
- Outputs (actor inventories, authority matrices, network diagrams)
Development Path
Full specification to be developed during Phase 2 (Systems Development).
