Cross-Case Comparison Method
Comparison Variables
Derived from the Analysis Protocol:
- Policy design assessment
- Authority alignment
- Dependency concentration
- Implementation debt (by type and severity)
- Veto fragility
- Execution fragility
- Adaptive capacity
- Outcome classification
- Primary diagnostic classification
- Level of analysis
Method
- After each case study, score the case across all comparison variables.
- Update the PL-501 Cross-Case Comparison Matrix.
- When patterns persist across 5+ cases with diverse configurations, generate a Pattern Report.
Emerging Patterns (n=3)
- High dependency concentration correlates with implementation vulnerability.
- High implementation debt predates failure in both failure cases.
- Low fragility in both dimensions correlates with implementation success.
- Capacity domain analysis prevents overgeneralization.
